You can open some of the files all of the time and all of the files some of the time but you can't open all of the files all of the time.

It seems to change with formats & operating systems, but inconsistently. None of the internet sources that I've found have completely explained why. The issue crops up from time to time when submitting images for multiple-source local publications.
